To maintain LAD of 2 m in the Brahmani river all through the year, 5 barrages with height equal to the highest flood level are proposed to be constructed at every 26 km between Talcher and Jokadia. Each barrage will have a navigational lock to allow passage of two 500 tonne vessels at a time.
Coal from Talcher to Dhamra and Paradip ports is the most important potential cargo for this waterway. Immediately after the development of the waterway, it is estimated in the DPR that about 11 million tonne of cargo can be transported per year which can go up to 23 million tonne in next 15 years or so.

Phase – I activities are as follows :-
- Consultancy Service for preparation of DPR followed by FEED for construction of 4 Weirs cum Barrages with 3 Navigational locks, 2 Check Dams & 1 Rubber Dam with navigational lock was awarded to M/s Tractebel Engineering pvt ltd on 14.2.2017. The DPR is likely to be completed by May 2018.
- EIA / EMP study between Paradip / Dhamra and Pankapal by M/s. Cholamandalam MS, Chennai was awarded on 12.11.2015. The Final draft EIA / EMP report was accepted by IWAI on 8.3.2017. The application for CRZ & Wildlife clearance is under process.
- Shifting / Relocation of HT / LT power line between Paradip / Dhamra and Pankapal is being taken up with CESU / NESCO & OPTCL. The work is likely to be completed by May 2018.
- Construction of permanent terminal at Pankapal is being undertaken by an SPV named Inland Waterways Company of Odisha Limited (IWCOL) comprising of Govt. of Odisha, Paradip Port Trust and Dhamra Port Company Ltd. formed in June 2016. The IWCOL shall execute the construction of permanent terminal at Pankapal
- Tender for selection of Consultant for preparation of Detailed Engineering Report (DER) on Modification / Reconstruction of existing Bridges in between Paradip / Dhamra and Pankapal on NW - 5 was already published by IWAI. The DER is expected to be completed by December 2018.
